Department of Personel and General Affairs
On April 9, 2007, Hoa Lu University was established under the Prime Minister's Decision No. 409 / QĐ-TTg on the basis of upgrading Ninh Binh Teachers College. Department of Personel and General Affairs is one of 19 affiliated units established under Decision No. 2354 / QĐ-UBND, dated 05/10/2007 of People's Committee of Ninh Binh Province on functions, duties, powers and responsibilities. , organizational structure and staffing of Hoa Lu University and Decision No. 47 / QD-UBND, dated January 15, 2009 of the People's Committee of Ninh Binh province amending and supplementing the Regulation promulgated together with the Decision No. 2354 / QĐ-UBND, dated 05/10/2007 of Ninh Binh People's Committee. The Department has the function, duty to advise and assisting the Principal in the fields of: organizational structure; Recruiting, using, planning, training, fostering, appointment, rotation, emulation, commendation and discipline of cadres, civil servants; develop the school work plans; synthesize information on activities of the school to report at all levels as required; To carry out the work of internal political protection, inspection work, legal work and external affairs.
Currently, the staff of the department includes 06 people: 01 head, 01 head deputy, 04 specialists. Qualifications: 04 Masters, 02 Bachelors.
1. Leadership through the period:
- Ba. Dinh Cong Huu Director of the Division from April 2007 to May 2013.
- Ma. Luong Duy Quyen has held the position of Head of the Division since September 2013.
2. Achievements:
Over 10 years of construction and development, Department of Personel and General Affairs is constantly growing in all aspects. The staff of the Department is regularly trained and fostered to improve their professional qualifications and skills to meet the requirements of work, to work in science and industry. The department always completes all assigned tasks, specifically:
a) Regarding the organizational apparatus construction:
The Department has done a great deal of advising work to the Rector and the University Management Board to build, rearrange and consolidate the structure and organization of the university including: Board of Directors; Council of Science and Training; 19 departments, faculties, attached centers; Party organizations and unions.
b / On personnel work:
The Department has advised the university leaders to implement well the planning, training, fostering, appointment and rotation of cadres, and the implementation of regimes and policies for cadres and civil servants in accordance with the law. Pecifically:
- Having well performed the task of advising on the planning and organization of recruitment of officials in accordance with the provisions of the State law. From 2007 up to now, the department has recruited 192 officers to meet the requirements and tasks of the school. All recruited staffs have professional qualifications, professional skills, enthusiasm and professional career and always fulfill all tasks assigned.
- Well done the task of developing the plan and well implementing the task of detecting and introducing master plan of leading cadres and managers of affiliated units in the period of 2011-2016, 2016-2021 and 2021-2026. .
- Having done a good job of reviewing and completing the construction project, the Department of Home Affairs appraised and submitted to the Provincial People's Committee for approval.
- Having done a good job of advising on the appointment and reappointment of heads and deputy heads of attached units, heads, and heads of teams. Cadres who have been nominated have good moral and ethical qualities, have good professional qualifications and good management capacity, basically meet the conditions and criteria for appointing positions according to regulations.
- Having done a good job of advising on training, upgrading and professional skills for cadres and civil servants. From 2007 up to now, more than 200 staffs, lecturers and students have been sent to study at higher education institutions and higher education institutions. Hundreds of officials, lecturers, and staffs attended training courses, professional training by the Ministry of Education and Training, the provincial People's Committee, all levels, organizations ... At present, there are 279 lecturers, including 197 lecturers. There are 01 associate professor, PhD, 08 doctor, 167 master, and the rest are university. The staff of cadres and officials of the school are capable, enthusiastic and dedicated to the profession.
- Have advised on the implementation of policies and regimes for officials and employees, such as increasing salary regularly, raising wages ahead of time due to excellent performance, senior teacher; To change the professional title, promote the title of occupation; Applying social insurance, health insurance, sickness, maternity leave; To implement the regime applicable to cadres and civil servants studying and fostering ...
c / Regarding the elaboration of plans, summing up information on activities:
The Department has advised the Principal and the Board of Management to implement well the plan, general work, information and reports on the operation of the House as required by the various levels. Construction plans are implemented effectively, in line with reality. The report synthesize accurate, timely and accurate information. Specifically:
- Has advised to develop the medium- and long-term school development plan for the period 2010-2015 and 2015-2020, including the orientation for development of the school in the period of 2009-2020.
- Has consulted to plan and organize the annual events, activities of the school, such as the school year plan, the plan to organize the opening ceremony, the plan to organize the conference officials, Plan to celebrate Vietnam Teachers Day 20/11, ...
- Have consulted the regime of periodical information (weekly, monthly, quarterly, biannually and annually); Preliminary and summary reports, special reports, irregular reports, etc., to all levels according to regulations.
d / Inspection and legislation:
- Actively advised to develop and organize the implementation of the inspection plan for the school year under the guidance of the Ministry of Education and Training and the provincial People's Committee, such as the examination of the module, semester, graduation exam; inspecting the recruitment of colleges and universities; inspecting the management of property, finance ... Through inspection and examination, to help cadres and lecturers improve their sense of responsibility in performing tasks and ensure the operation of the school real Existing regulations of the law.
- Has done well advising the Rector to develop, promulgate, review, amend and supplement the regulations and regulations of the school, such as regulations on organization and operation of Hoa Lu University The Regulations on the working regime of trainers; Regulations on the functions and tasks of the attached units; Regulations on organization and management of students; Training Regulations; Internal spending rules; Regulations on emulation and commendation ... contributing to improving quality and effectiveness in management and administration. To take responsibility for the legality of the documents which have been advised and signed by the Principal. Regular and timely updating of legal documents to ensure the accuracy of construction documents. Contribute comments to amend and supplement legal documents at the request of all levels and branches.
f / Emulation and commendation work:
To perform the standing task of the Council for Emulation and Commendation of Officers and Employees; The department proactively develops the plan, guides the registration of the emulation title, organizes the emulation movement, organizes the emulation activities on the big holidays of the nation, the branch, the school; Instruct the units to make judgments on the titles of emulation, ensure the center, democracy, objectivity, proper procedures and procedures, contribute to promoting and improving the quality of teaching and learning activities in the school.
In addition, the Department also performs well the protection of internal politics, closely grasp the evolution of ideas of officials, employees, and timely advise the school leaders to prevent the expression of failure. Degradation of morality, lifestyle, disunity in some units and individuals, contribute to maintaining the solidarity block the whole school, keep strict discipline and discipline school. With these results and contributions, for 10 consecutive years, the Department was recognized the title of "Advanced Labor Collective", in which: in 2010, 2016 was recognized the title "Collective labor export sharp"; the Personel and Administration Department is always recognized as a strong and clean one; 01 individual was awarded the certificate of merit by the Prime Minister, 03 individuals were awarded certificates of merit by the Ministry of Education and Training, 02 individuals were awarded the title of "Provincial Emulation Fighter" Officials were awarded the title of "Grassroots Emulation Champion" and awarded the Certificate of Merit by the Rector.
